This bill creates a special exception to allow certain foreign visitors to enter the United States without paying the usual parole fee. Normally, when the government allows a foreign national to temporarily enter the U.S. through a process called "parole," they have to pay a fee. This bill says that for the next two years, if someone from a federally recognized Native American tribe wants to bring a foreign visitor into the country for a sacred tribal ceremony, religious celebration, or cultural exchange, they can do so with a much lower fee of just $200 instead of the regular fee.

To qualify for this exception, a few things have to happen: The Department of Homeland Security has to decide that letting this person in would provide a significant public benefit. The visitor has to go through a basic criminal background check before arriving. The visitor must be enrolled in a cultural participant program run by a federally recognized tribe that has trust land near the Southwest border, and they have to submit a written request to the government. This is essentially a way to make it easier and more affordable for Native American tribes to bring family members or cultural participants from other countries to participate in important tribal ceremonies and celebrations without the usual high costs.

To amend the One Big Beautiful Bill Act to provide an exception to the parole fee for the parole of an alien for a sacred Tribal or religious ceremony, cultural exchange, or celebration, and for other purposes.
