# Understanding the Veterans HOPE Act

The Veterans HOPE Act directs the Department of Veterans Affairs to investigate opioid overdose deaths among veterans and figure out what's going wrong. Right now, veterans are dying from opioid overdoses at alarming rates—the death rate from heroin and synthetic opioids like fentanyl among veterans increased more than five times between 2010 and 2016. What makes this especially concerning is that many of these deaths involve drugs that weren't prescribed by the VA, suggesting the problem extends beyond prescription opioid misuse.

The bill requires the VA to complete a detailed review of every veteran who died from an opioid overdose in the five years before the law passes. This review needs to look at the big picture: how many veterans died, their demographics, what medications they were taking, whether they were on multiple medications at once, and how long it had been since they received their last prescription. The VA also has to examine whether there are patterns at specific medical facilities and identify which VA locations have high rates of both opioid prescribing and drug abuse treatment. Importantly, the bill focuses attention on veterans who died from overdoses but weren't actively receiving opioid prescriptions from the VA—a group that's been largely overlooked in previous prevention efforts.

Once the VA completes this investigation within 18 months, they must share the findings with Congress and the public, along with recommendations for how to better protect veterans and reduce overdose deaths. The goal is to understand not just how prescription opioids from the VA contribute to the problem, but also why veterans are turning to street drugs like heroin and fentanyl, and what the VA can do to prevent these tragedies. For veterans and their families, this bill represents an attempt to finally get answers about why so many veterans are dying and what needs to change.
