The bill requires all immigration agents to wear body cameras and vehicles to have dashboard cameras, with footage kept for at least a year (longer if there's a use of force incident or complaint). Agents must wear clear identification showing they're federal immigration officers, unless there's a security reason not to. The bill also requires agents to have an affirmative duty to stop other agents from using excessive force and to report misconduct to their supervisors or the Inspector General.

Additionally, the bill mandates annual training on use of force, de-escalation, First Amendment protections for protesters and journalists, and racial profiling prevention. Federal immigration enforcement must notify local police before operations in their areas.
