The Whole-Home Repairs Act of 2025 creates a new federal pilot program to help low-income homeowners and small landlords fix up their homes. Here's what it does: The Department of Housing and Urban Development will give grants to local organizations (cities, states, nonprofits, and tribal groups) that will then provide money to eligible homeowners and loans to small landlords for home repairs. Eligible homeowners are those earning no more than 80% of their area's median income, and eligible landlords are small property owners with fewer than 10 rental properties, most of which must be affordable. The repairs can cover accessibility improvements for elderly people and people with disabilities (like grab bars and ramps), basic safety and habitability fixes (like fixing roofs or plumbing), and energy or water efficiency upgrades. For homeowners, the money comes as grants they don't have to repay. For landlords, it comes as loans that can potentially be forgiven after three years if they follow the rules. Landlords who receive loans must agree to keep rents affordable, maintain units for at least three years, and not raise rent more than 5% annually or the inflation rate, whichever is lower. The program is designed to work alongside other federal housing programs to avoid duplication and help as many people as possible. The pilot will run until October 2031, with up to $30 million in funding available, and will be tested in different types of communities—urban, suburban, rural, and tribal areas—to see what works best.
