The Every Veteran Counts Act of 2025 requires the Department of Veterans Affairs to collect and publicly share detailed information about the veteran population. Right now, the VA hasn't done a comprehensive survey of veterans since 2010, so there's a significant gap in understanding who veterans are today and what they need. This bill fixes that by requiring the VA to gather demographic data from all available sources—including census records and Social Security information—and maintain a searchable database that gets updated at least once a year.

The data collected will be extensive and include information like gender identity, race and ethnicity, sexual orientation, education level, employment status, housing situation, income, and details about military service including combat exposure and military sexual trauma. The VA will also track whether veterans have access to broadband internet and how far they live from VA facilities. All this information will be anonymized to protect privacy and made available to the public in a format that computers can easily read and analyze.

Why does this matter? Congress, veterans organizations, researchers, and policymakers can use this information to better understand what veterans need and make smarter decisions about benefits and services. For example, if the data shows that rural veterans struggle to access VA facilities, policymakers might push for more telehealth options. The VA has 180 days to set up the database and website, and must report back to Congress within a year about progress and any challenges. This is essentially about making sure the government has current, accurate information about the 19 million living veterans so it can serve them more effectively.
