The bill also requires the VA to report to Congress every year about how many Filipino veterans are applying for benefits and how many are being approved, so lawmakers can track whether the process is working fairly. There's one important detail: this law removes a previous time limit that had been placed on these benefits, meaning eligible veterans won't lose out on help they deserve just because of when they apply. The changes take effect about nine months after the bill becomes law, and veterans can't receive back payments for any time before that effective date.
