To qualify, the crafter must be a verified member of an Alaska Native tribe, and the item must be made primarily by hand without mass production methods. The bill specifically protects items like weavings, carvings, beaded work, and clothing that combine these traditional techniques.

There's an important catch: this protection only applies if the bird parts were obtained legally and not wasted. If someone illegally killed a bird or used it wastefully just to get parts for a craft, that wouldn't be protected. The bill also requires the State Department and Interior Department to work with other countries that signed bird protection treaties with the U.S. to make sure they understand and accept this exception for Alaska Native crafts.
