The COACH Act requires the Small Business Administration (SBA) to create and regularly update a helpful resource guide specifically for people who run child care businesses. This guide needs to be published within one year and updated at least every five years after that.

The resource guide will cover the practical topics that child care business owners actually need to know about: how to run their operations, manage their finances, handle payroll and insurance, follow tax laws and regulations, maintain safety standards, and achieve quality benchmarks that might help them get government funding. Before creating the guide, the SBA must talk to the Department of Health and Human Services, state child care agencies, and local child care resource organizations to make sure the information is useful and complete.

To make sure child care providers can actually use this information, the law requires the guide to be published in English plus the 10 most common languages spoken in the U.S., including Mandarin, Cantonese, Japanese, and Korean. The SBA will then distribute the guide through its local offices and partner organizations like women's business centers, small business development centers, and veteran business outreach centers. This means child care providers—whether they're running large centers or working as sole proprietors—will have access to practical, free guidance to help them succeed in their business.
