# Understanding the Studying NEPA's Impact on Projects Act

This bill requires the federal government to start keeping track of and publicly reporting on how environmental review laws are affecting construction and development projects. Specifically, it asks the Council on Environmental Quality—a federal agency that oversees environmental policy—to publish an annual report starting in 2024 that shows what's happening with lawsuits filed against federal agencies over environmental compliance.

The report will track three main things. First, it will document every lawsuit filed claiming that a federal agency didn't follow environmental review rules properly. For each lawsuit, the report will show which agency was sued, who filed the lawsuit, what the complaint was about, and what happened—whether the project got stopped, the agency was allowed to proceed, the court ordered changes, or the case is still ongoing. Second, the report will measure how long environmental impact statements are getting. It will track the average length of these documents over the past five years and show whether they're getting longer or shorter over time. Third, it will measure how long the entire environmental review process takes from start to finish, tracking timelines over the past decade and identifying any trends in how quickly or slowly projects move through the system.

The practical effect is transparency. Right now, there's no centralized public record showing how often environmental reviews are being challenged in court, what the outcomes are, or whether the process is becoming faster or slower. This bill would create that public record, making it easier for citizens, researchers, and policymakers to understand whether environmental review laws are working as intended or if they're creating bottlenecks that delay projects. The underlying data will also be made public, so anyone can dig deeper into the numbers rather than just reading the government's summary.
