The proposing agency must then explain in writing how they've addressed FERC's concerns, and they cannot finalize the rule if FERC determines it would still cause significant harm to grid reliability.

This bill essentially gives FERC a veto-like power over other agencies' regulations when those regulations could affect electricity reliability. For example, if the Environmental Protection Agency proposed new emissions standards for power plants, or if the Department of Labor created new workplace rules for utility workers, those agencies would need FERC's approval before implementing them. The bill makes all of FERC's comments and the responding agency's explanations public, so citizens can see the reasoning behind decisions that affect their power supply.
