This bill makes it easier for nonprofit organizations to send care packages to American troops stationed overseas. Right now, these organizations have to follow the same complicated customs and postal rules designed for commercial shipping—things like listing detailed product codes and country-of-origin information for every single item. This creates delays, causes packages to get sent back, and costs nonprofits a lot of money. The bill exempts qualified nonprofits (like Operation Troop Support) from these burdensome requirements when sending humanitarian care packages containing comfort items, snacks, hygiene products, and letters to troops abroad. Instead of listing every item with technical codes, organizations can now use simple descriptions like "snack foods" or "personal hygiene items." The packages also won't be subject to tariffs or duties. The bill doesn't eliminate security screening—customs officials can still inspect packages for safety—but it removes the paperwork red tape that's been slowing down morale-boosting shipments to our service members overseas.
