The HEAR Act of 2025 makes a significant change to Medicare by adding coverage for hearing aids and hearing-related services for the first time. Currently, Medicare doesn't pay for hearing aids, even though many seniors struggle with hearing loss. This bill would change that by covering the full range of hearing care services.

Under this bill, Medicare would cover hearing aids (prescription devices, not over-the-counter ones) along with all the services that go with them—things like hearing tests to see if you need a hearing aid, fitting and adjusting the device, instruction on how to use it, and follow-up appointments. It also covers "aural rehabilitation," which includes counseling and training to help people adjust to using hearing aids. To prevent unnecessary spending, Medicare would only cover a new hearing aid once every three years, unless a doctor determines your hearing has gotten significantly worse and you need a different type of aid.

The services would be provided by doctors or licensed audiologists, and everything must meet FDA standards. The bill takes effect sometime between January 1 of the year after it's signed into law and January 1 three years later—giving the government time to set up the program. This is a major expansion of Medicare benefits that would help millions of older Americans afford hearing aids, which currently cost hundreds to thousands of dollars out of pocket.
