Here's how it works: The Social Security Administration will have six months to set up a program where people can report that they failed to apply due to these kinds of problems. If the Commissioner agrees that someone faced genuine hardship, that person will be treated as if they had applied on the date they became eligible for benefits (or when the hardship started, whichever is later). This means they could receive back payments for benefits they missed during that time.

The bill also protects people from losing other government assistance because of these Social Security payments. If someone receives back payments under this law, it won't count against them when determining eligibility for other federal, state, or local benefits like food stamps or housing assistance. Finally, the bill requires a government report by July 2029 examining what changes the Social Security Administration made during this period, how those changes affected people, and what needs to be fixed.
