# Understanding the Overdose Reversal Medication Act

This bill requires employers across the country to keep overdose-reversal drugs on hand at their workplaces and train employees on how to use them. The most common overdose-reversal drug is naloxone (often sold as Narcan), which can quickly reverse an opioid overdose and save someone's life. Under this law, the Department of Labor would create new workplace safety rules requiring businesses to stock these medications based on how many employees they have, what kind of work they do, and whether there's a realistic chance someone might overdose at that workplace. Employers would also need to train their staff on recognizing overdose symptoms and administering the drug properly.

The law gives the Department of Labor one year to issue these new rules, which would take effect within 30 days of being announced. If the department doesn't meet that deadline, the requirements in the bill itself become enforceable immediately. After two years, the department must create a permanent final version of these rules following the standard regulatory process. During the first year, the government promises to help employers understand and comply with the new requirements rather than immediately penalizing them for violations.

The bill also expands federal grant programs that help communities respond to the opioid crisis. It allows grant money to go toward training local businesses and community organizations on how to carry and use overdose-reversal drugs, and to help them actually purchase these medications. The bill also encourages states to pass "Good Samaritan" laws that protect people from legal trouble if they administer overdose-reversal drugs in emergencies, and gives preference to grant applications from states that have such protections in place.
