# Federal Protective Service Reform Act of 2023

This bill gives private security guards who work at federal buildings more power to do their jobs, specifically allowing them to carry guns and detain people suspected of crimes without a warrant. Right now, the General Services Administration (the agency that manages federal buildings) can hire contract security companies to protect government properties. This bill expands what those private security personnel are legally allowed to do while on the job.

The main changes are straightforward: contract security guards can now be authorized to carry firearms while protecting federal buildings, and they can detain someone without a warrant if they witness a crime happening or have reasonable grounds to believe someone committed a felony. However, there are important limits built in. Guards can only detain people who are actually at the federal building or fleeing from it, and they can only enforce laws related to that specific building and its grounds. They can't go around the neighborhood making arrests or enforcing general laws—only those connected to protecting the federal property itself.

To make sure this power isn't abused, the bill requires the government to establish minimum training standards that all armed security personnel must meet, with ongoing training certified by the Federal Protective Service. The bill also requires the Secretary of Homeland Security to notify Congress whenever these authorities are given to security contractors, explaining why and how they'll be overseen. Additionally, within six months of the bill passing, the government must report to Congress about how many Federal Protective Service employees exist, where they're stationed, and whether more personnel are needed based on current security threats.

In practical terms, this means federal buildings could have armed private security guards with arrest powers similar to police officers, but only within their assigned buildings. The bill aims to give federal properties better security tools while keeping Congress informed about how these powers are being used.
