Once agencies are consolidated and their old buildings are empty, the GSA is required to sell those vacant buildings at fair market value. Any money from selling these buildings goes into a federal fund that can be used for future building maintenance and improvements, but only if Congress approves spending it. Essentially, this bill is trying to reduce the federal government's real estate footprint by getting more employees into fewer, better-utilized buildings and selling off the ones that become unnecessary.
