The program would run for six years, with up to $10 million per year available in funding.

The bill addresses a real problem: about 37,000 veterans were homeless as of 2020, and veterans make up a larger share of the homeless population than their percentage of the overall population. The legislation recognizes that homelessness among veterans often stems from PTSD, isolation, unemployment, and substance abuse issues. Rather than just providing shelter beds in crowded facilities, this program offers individual homes where veterans can maintain privacy and dignity while working toward independence. Each village would include a community center where residents can gather, learn practical skills like carpentry and cooking, and access counseling for addiction, financial management, employment help, and other needs.

To qualify for grants, organizations must submit detailed plans showing how many veterans they'll house, what services they'll provide, and how they'll measure success. The bill gives priority to projects that build environmentally friendly homes certified as energy-efficient. After the program runs for four years, the Department of Veterans Affairs must report to Congress comparing how well veterans in these tiny home villages do compared to those in traditional homeless assistance programs, measuring things like how many successfully transition to permanent housing and employment.
