The punishments available include freezing assets in the U.S., blocking Americans from doing business with them, banning the sale of military equipment and sensitive technology, preventing them from getting visas to enter the country, and cutting off development and military aid to their home countries. The bill also creates a formal process called the National Attribution Framework that sets clear standards for how the government determines whether a cyberattack was actually carried out or directed by a foreign state, ensuring decisions are based on solid evidence and coordinated with intelligence agencies and allies.

The President has flexibility to waive these sanctions if needed for national security, law enforcement, or humanitarian reasons, and can remove sanctions if a country stops its cyber activities and promises to behave. Essentially, this law gives the U.S. a coordinated playbook for responding to major cyberattacks by making it easier to identify who's responsible and quickly impose serious economic and diplomatic consequences.
