The MVP Act (Military and Veterans in Parks Act) is designed to make it easier for military members and veterans to enjoy outdoor recreation on federal lands and waters. The bill requires federal agencies that manage public lands—like the National Park Service, Forest Service, and Bureau of Land Management—to assess how accessible their recreational facilities and trails currently are, then work to improve access for people with disabilities.

Here's what this means in practical terms: Over the next several years, federal agencies will need to evaluate camping areas, fishing spots, boat launches, hiking trails, and other outdoor recreation facilities to see if people with disabilities can actually use them. They'll measure things like trail width, slope, surface quality, and whether there are adequate rest areas. This information will be published online so veterans and others can know ahead of time whether a particular trail or facility will work for them. If a trail is too steep or narrow for a wheelchair or walker, that information will be available before someone makes the trip.

The bill also requires agencies to create new accessible trails and recreation opportunities across different regions. Each major federal land management agency must develop at least three new accessible trails and two new accessible recreation opportunities in each of their regions. These could be brand new trails built to accessibility standards, or existing trails modified to meet those standards. The bill also includes a pilot program where agencies can partner with veterans organizations and disability groups to test ways of making trails and facilities more accessible, including using special equipment that might help people with disabilities enjoy outdoor activities.

The timeline is important: agencies have up to seven years to complete most of these assessments and improvements, though they need to start selecting locations for new trails and recreation opportunities within the first year. This is a long-term commitment to gradually improve outdoor access across America's public lands for veterans and people with disabilities.
