This bill makes it easier for communities to upgrade their water systems by removing a federal requirement that typically slows down these projects. Normally, when the federal government funds or approves water infrastructure work, agencies must follow something called the 'Section 106 process,' which requires them to study how the project might affect historic sites and cultural resources, and to consult with Native American tribes and other interested parties. This bill says that if a water system upgrade project is requested to be excluded from these requirements, it doesn't have to follow the Section 106 process anymore. The bill applies to any project whose main goal is to repair, rehabilitate, or improve a public water system or water treatment facility—things like fixing aging pipes, upgrading treatment plants, or expanding water infrastructure. Essentially, this streamlines the approval process for water infrastructure improvements by allowing communities to skip the historic preservation review step if they choose to do so, potentially getting their water system upgrades done faster.

To waive certain requirements under section 306018 of title 54, United States Code, with respect to undertakings to upgrade public water systems and treatment works.
