This bill makes the Tennessee Valley Authority (TVA)—a major utility company that serves millions of people across the Southeast—more transparent and gives the public a real voice in how it plans its energy future. Right now, the TVA makes big decisions about what power plants to build, what energy sources to use, and how much to charge customers with very little public input. This bill changes that by creating a new Office of Public Participation that acts as a bridge between everyday people and the TVA, helping citizens understand what's happening and actually participate in decisions. The bill also overhauls how the TVA creates its Integrated Resource Plan—basically the roadmap for the next 20+ years of energy decisions. Instead of the TVA deciding behind closed doors, the public now gets to see all the data and assumptions the TVA uses, submit comments, ask questions, and even testify at a formal hearing before the plan is finalized. The TVA's Board of Directors has to actually respond to what people say and explain how public input shaped the final plan. Additionally, when the TVA evaluates different energy options, it now has to consider not just cost and reliability, but also resilience to extreme weather, public health impacts, and other real-world concerns that affect the communities it serves.
