# Understanding the PARTNERS Act

The PARTNERS Act is designed to help small and medium-sized businesses create apprenticeships and work-based learning programs in industries where there's strong job demand. Think of it as a funding mechanism that connects businesses with training organizations to build a pipeline of skilled workers while giving people a real path to employment.

Here's how it works in practice: The federal government will provide money to states, which then award grants to local industry partnerships—these are groups of businesses, schools, and workforce organizations working together in specific regions. A partnership might bring together construction companies, electricians, and a community college to create apprenticeships in the trades. Or it could connect healthcare facilities with training providers to develop programs for nursing and medical technician roles. Each partnership can receive up to $500,000 over three years to support these programs.

The money goes toward two main things. First, it helps businesses actually participate—this includes helping them navigate the paperwork to register an apprenticeship, connecting them with instructors to develop training, and recruiting workers to fill positions. Second, it provides support services for workers in these programs, including tutoring, childcare assistance, transportation, and mentorship. Importantly, workers get paid while they learn on the job, and they receive at least 12 months of support after they're hired, helping them succeed in their new positions. The bill specifically targets people facing employment barriers, including those receiving food assistance or welfare benefits, recognizing that these programs can be life-changing opportunities for people who need them most.
