This bill expands educational benefits for siblings of veterans and military members who have died or been severely injured in service. Currently, the Department of Veterans Affairs offers education assistance programs to spouses and children of fallen or disabled service members, but this law adds siblings to that eligibility.

The bill allows brothers and sisters to receive the same educational benefits that spouses and children can access, including tuition assistance and other education-related support. The definition of sibling is broad and includes biological siblings, adopted siblings, and those connected through recognized guardianship or family relationships. This means if your brother or sister died or was seriously injured while serving in the military, you could now qualify for these education benefits to help pay for college, vocational training, or other approved educational programs.

There are some age-related rules: siblings over 23 years old and those under 23 are treated slightly differently in how they can use the benefits. Generally, siblings can use these benefits until they turn 26 years old or 15 years after the veteran's eligibility date, whichever comes later. The bill also includes a special provision for siblings who delay their education because they're serving as primary caregivers for the injured veteran or service member—they get extra time to use their benefits after they stop being the caregiver.
