This bill requires the Federal Energy Regulatory Commission (FERC) to take climate change and environmental justice seriously when deciding whether to approve natural gas pipeline projects. Right now, FERC can approve pipelines without fully considering their greenhouse gas emissions or impacts on low-income and communities of color that already face pollution problems. This bill changes that. When companies apply to build or expand natural gas infrastructure, they'll have to submit a plan explaining how they'll reduce environmental harms. FERC will then have to evaluate whether the project's climate and environmental justice impacts are significant—meaning it will count emissions from burning the gas downstream, leaks during production upstream, and cumulative stress on vulnerable communities. If a project would emit at least 100,000 metric tons of carbon dioxide equivalent per year, it's presumed to significantly affect climate. FERC can only approve projects if the benefits outweigh the environmental harms, or if they can explain in detail why the project is necessary despite the damage. No community should bear a disproportionate share of pollution from these projects, and FERC should limit future pipeline placement in areas already overburdened by environmental hazards.
