# Understanding the SAFE Orbit Act of 2023

Space is getting crowded. Right now, thousands of satellites orbit Earth—from companies like SpaceX's Starlink to government agencies to international operators. The problem is that nobody has a reliable, centralized system to track where all these objects are and warn operators when they might collide. This bill creates that system.

The SAFE Orbit Act gives the Department of Commerce a new job: collecting information about where satellites and other space objects are located, what they're doing, and whether they're on a collision course with each other. The government will gather this tracking data from military satellites, NASA, and commercial companies, then make basic information available to the public and satellite operators for free. Think of it like creating a traffic control system for space. If your satellite is about to hit another one, you'd get a warning message so you can move it out of the way. The bill specifically protects companies' trade secrets and classified military information while still sharing the information that matters for safety.

The bill also reorganizes how the government manages space commerce. It upgrades the Office of Space Commerce from being tucked inside NASA to becoming a more prominent office within the Department of Commerce, led by an Assistant Secretary who reports directly to the Commerce Secretary. This person will be appointed by the President and confirmed by the Senate, making it a more powerful position. The government has five years to move the office's main headquarters to the Commerce Department building.

One important protection in the bill shields the government and private companies from lawsuits if something goes wrong with the tracking information or warnings they provide. This legal immunity encourages companies to share their data without fear of being sued. The bill also makes clear that while the government will provide basic tracking services for free, it won't try to compete with private companies that offer more advanced, specialized space tracking products.
