The Conservation Reserve Program Modernization Act updates a decades-old federal program that pays farmers to take environmentally sensitive land out of production and protect it. Instead of farming, landowners agree to plant native vegetation, create buffers along streams, restore wetlands, or maintain grasslands for wildlife. The government reimburses them for the costs of setting up these conservation practices and provides annual rental payments to compensate for lost farming income.

On the payment side, the bill adjusts how much farmers get paid based on soil quality. Better soil gets lower payments (85% of the standard rate), while poorer quality soil gets higher payments (up to 115%) to make participation worthwhile. When farmers renew their contracts, payments gradually decrease with each renewal. The government also covers half the costs of setting up conservation features like fencing, planting, and erosion control. Overall, this modernization aims to make the program more flexible and effective at protecting water quality, preventing erosion, and creating wildlife habitat while supporting rural landowners.
