David's Law strengthens the federal government's ability to prosecute and prevent hate crimes. The bill clarifies and expands existing laws that punish crimes motivated by someone's race, religion, gender, sexual orientation, or other protected characteristics. It does this by adding hate crime offenses directly to the main federal civil rights law, making it clearer what prosecutors can charge and what penalties apply.

The law also tackles hate crimes involving young people in two ways. First, it provides money to states and local communities to help prevent hate crimes committed by juveniles and to intervene with young people who might be heading down this path. Second, it tells the U.S. Sentencing Commission to study whether adults who recruit or encourage minors to commit hate crimes should receive harsher sentences than they currently would.

To make all this work, the bill allows the Treasury Department and the Justice Department to hire additional staff to investigate and prosecute these crimes. Overall, David's Law is designed to send a stronger message that hate crimes are serious federal offenses while also investing in prevention efforts, especially for young people.

David Ray Hate Crimes Prevention Act of 2022 or David&rsquo;s Law This bill adds hate crime offenses and penalties to the criminal civil rights statute that prohibits interference with federally protected activities. Current law already prohibits and penalizes similar offenses under the criminal civil rights statute that prohibits hate crime offenses. Additionally, the bill authorizes state and local grants to combat hate crimes committed by juveniles. It also authorizes the Department of the Treasury and the Department of Justice to hire additional personnel to prevent and respond to alleged criminal civil rights offenses involving interference with federally protected activities. Finally, the bill directs the U.S. Sentencing Commission to study whether it is appropriate to provide a sentencing enhancement for adult defendants who recruit minors to commit hate crime offenses.
