# Locality Pay Equity Act of 2023

This bill changes how the federal government sets pay for certain workers based on where they live and work. Right now, the Office of Personnel Management can divide large geographic areas into multiple smaller "local wage areas," each with its own pay rate. This bill would limit that practice by requiring that each pay locality have only one local wage area, with a single exception for the broad "Rest of United States" category.

To understand why this matters, imagine a large city region is currently split into three different wage zones because some neighborhoods have higher costs of living than others. Federal workers in one zone might earn more than those in another zone just a few miles away, even though they do the same job. This bill would eliminate those internal divisions, meaning all federal workers in that region would be paid according to one standard rate. The idea behind the change is to create more consistency and fairness in how federal employees are compensated based on geography.

The bill specifically protects current workers from losing money. It requires the Office of Personnel Management to write rules ensuring that no federal employee's pay gets cut as a result of these changes. The new system wouldn't take effect until at least six months after the bill becomes law, giving the government time to prepare. This mainly affects federal workers who are paid under the "prevailing wage" system, which is typically used for skilled trades and maintenance positions in government agencies. The vast majority of federal employees on the standard General Schedule pay system wouldn't be directly impacted by this change.
