For the first report, agencies would have to go back ten years and show all this historical spending data.

The practical effect is that taxpayers and elected officials would finally be able to see the full picture of federal money flowing to or involving China. This could reveal spending that might surprise people—whether it's research collaborations at universities, trade programs, or other federal activities. The bill doesn't actually cut any spending or change any policies; it simply requires the government to document and disclose what's already happening.
