The SCREEN Act requires websites that host adult pornographic content to use age verification technology to prevent minors from accessing that material. Starting one year after the law passes, any online platform that regularly makes pornographic content available for profit must implement technology that checks whether users are adults before allowing them to view such content. The platforms can choose which verification method to use—whether that's ID checks, credit card verification, or other age-confirmation systems—but they must make their verification process public and can't simply rely on users clicking a box saying they're over 18.

The law applies to any interactive computer service engaged in commerce that makes pornographic material available, whether that's their main business or just one part of what they do. Platforms can hire third-party companies to handle the age verification for them, but they remain responsible if something goes wrong. The platforms must protect any personal data they collect during the verification process and delete it as soon as it's no longer needed. The Federal Trade Commission will oversee enforcement, conduct regular audits to make sure platforms are complying, and issue guidance to help companies understand what they need to do. Violations are treated as unfair or deceptive business practices, which means the FTC can impose penalties. Congress is also requiring a report two years after the law takes effect to evaluate how well the age verification technology actually works and whether it's protecting kids without creating other problems.
