The PARA-EMT Act of 2023 is designed to address a serious shortage of ambulance workers and paramedics across the United States. To fix this, the bill creates two main programs. First, it establishes a grant program giving money to ambulance services and EMS agencies to help them recruit and train new EMTs and paramedics. The bill sets aside at least 20% of grants specifically for rural areas, which often struggle the most to find emergency workers. Second, the bill creates a separate program to help military veterans who trained as EMTs during their service get certified as civilian paramedics or EMTs more easily by streamlining state requirements.

The bill allocates $50 million per year from 2024 through 2028 for the main grant program and $20 million per year for the veterans program. It also requires the government to study the job market for EMTs and paramedics to better understand the shortage and recommend solutions.
