If the business provides that plan, they get another 30 days to either remove the barrier completely or make substantial progress toward removing it. Only if the business fails to respond within 30 days, fails to provide a plan, or fails to make progress on removing the barrier can the person file a lawsuit.

The bill includes an important exception: people with disabilities don't have to go through this notice process if they have actual proof that the business has already stated it won't comply with accessibility laws. The goal appears to be encouraging businesses to fix accessibility problems voluntarily while still protecting people's right to sue if businesses ignore their requests.
