The Rural Recovery Act of 2025 creates a new program run by the U.S. Department of Agriculture to help small rural towns recover after major disasters. When a disaster is declared by the President, rural communities with populations under 20,000 become eligible for free expert help navigating the recovery process. This assistance includes guidance on planning recovery efforts, finding funding sources, applying for federal and state disaster aid, and managing the money once they receive it. The help can cover rebuilding in areas like water systems, housing, power infrastructure, roads, and local government facilities.

The program will be delivered through USDA's rural development offices and contracted nonprofit organizations, with priority given to groups that specialize in rural development. These providers will work with state and local leaders to make sure help reaches communities fairly. Rural communities can receive assistance for up to three years after a disaster is declared, with the possibility of extending help for another three years if needed. The government will automatically send funding to state offices as soon as a disaster is declared—communities don't have to apply first. Funding is allocated based on how many people were affected by the disaster, using census data.
