This bill creates a new grant program to help establish and expand medical residency training programs in rural areas. Right now, many rural communities struggle to attract doctors because there aren't enough training opportunities for new physicians in those regions. This bill gives the federal government the power to award grants to hospitals, clinics, universities, and other healthcare organizations that want to start or expand residency programs specifically designed to train doctors who will work in rural areas.

The grants work in two ways. First, organizations can get funding to create new rural residency programs or add rural training sites to existing programs. These grants last three years and can be extended. Second, organizations can receive grants to provide technical help and guidance to other groups trying to start these programs. The bill focuses on training doctors in key areas where rural communities need them most: primary care (family medicine, internal medicine), mental health care, surgery, and maternal health/obstetrics.

To qualify for funding, organizations need to submit an application explaining their plan. The bill defines eligible recipients broadly to include public and private hospitals, rural health clinics, medical schools, tribal organizations, and faith-based groups. The program is funded with $12.7 million per year from 2026 through 2030. The goal is straightforward: by training more doctors directly in rural settings and focusing on their commitment to rural practice, more physicians will actually stay and work in communities that currently have doctor shortages.
