This bill asks the State Department to write a detailed report about ways to help Iranian people access the internet more freely. The report is due within 120 days and will be prepared with help from the Federal Communications Commission and the Treasury Department.

The report will focus on several key areas. First, it will examine whether new wireless technology that sends signals directly to cell phones could work in Iran to give people better internet access, looking at technical challenges, legal issues, and security concerns. Second, it will analyze how drones, signal jamming, and other interference could affect these new wireless systems. Third, it will investigate which companies currently provide internet and phone services in Iran—specifically whether they're controlled by the Iranian government, how much foreign companies are involved, and what that means for people's ability to communicate freely without censorship.

Essentially, the U.S. government is trying to figure out if there are practical ways to help ordinary Iranians bypass government internet restrictions and access information more freely. The report will be made public, though some sensitive security details may be kept classified. This reflects U.S. interest in supporting internet freedom and reducing government control over communications in Iran.
