The bill defines these categories narrowly and requires case-by-case decisions rather than allowing broader programs. People granted parole generally cannot work, though there are limited exceptions for certain family members of military personnel and Cuban nationals. The bill also requires annual public reports on how many people are paroled and why.

In practical terms, this means fewer people would be released while waiting for immigration court hearings, more people would be detained in immigration facilities, and the government would have less flexibility to allow temporary entry for humanitarian purposes. States would gain the ability to challenge federal immigration enforcement decisions in court if they believe the rules aren't being followed.
