The bill adds furniture banks—nonprofits and charities that collect and distribute household items—as an eligible use of federal homeless assistance money. This means communities can now use their federal funding to pay these organizations to provide furniture, delivery, installation, and assembly services to three groups of people: those currently experiencing homelessness, people who were homeless in the past six months but now have permanent housing, and people living in permanent supportive housing programs. Once someone receives furniture through this program, it becomes theirs to keep.

The bill recognizes that lacking basic furniture—what it calls "furniture poverty"—can make it harder for people to stay housed and rebuild their lives. To understand how well this approach works, the bill requires the Department of Housing and Urban Development to study and report on the program's impact within three years, and then publish annual reports on furniture poverty in America. The bill is set to expire after five years, so Congress will need to decide whether to continue it based on the results.
