# The Salmon FISH Act: What It Does and Why It Matters

This bill creates a federal program to identify and protect areas where wild salmon populations are thriving or have strong potential to recover. The government will map out "salmon conservation areas" and "salmon strongholds" across the western United States and Atlantic regions, then use federal funding and resources to restore and maintain these critical habitats. The practical work involves several concrete actions. Federal agencies will spend money removing barriers to salmon migration (like outdated dams), restoring stream habitats, removing old forest roads that damage watersheds, and acquiring land or water rights to protect salmon spawning grounds. The bill sets aside $40 million annually for five years to work on forest watersheds and $50 million annually for five years in grants that tribes, nonprofits, and local governments can apply for to fund specific salmon restoration projects. These aren't just studies or plans—this is money for actual on-the-ground restoration work like removing fish passage barriers, replanting riparian areas, and improving water quality.

Who benefits most? Native American tribes get special consideration since salmon are central to their cultures, food security, and economies. They can receive grants without having to match federal funds with their own money, and they must be consulted on any decisions affecting salmon areas. Fishing communities, outdoor recreation businesses, and anyone who depends on healthy salmon populations also benefit. The bill also includes protections for property owners—the government cannot acquire private land without written permission, and existing water rights and state water laws remain unchanged.

The bill does have limits on what it can do. It cannot create new federal water rights, override state water laws, or interfere with tribal treaty rights. It also prohibits using grant money for lawsuits or killing animals. If salmon areas are damaged by pollution coming from Canada, the State Department must try to work it out diplomatically, and if that fails after six months, the issue goes to an international commission for review.

Salmon Focused Investments in Sustainable Habitats Act or the Salmon FISH Act This bill addresses identifying, restoring, and protecting salmon conservation areas and salmon strongholds in the United States. Specifically, the bill <ul> <li>requires the National Oceanic and Atmospheric Administration (NOAA) and the U.S. Fish and Wildlife Service to jointly issue guidance on the process and biological criteria required to identify salmon conservation areas and salmon strongholds; and</li> <li>directs the National Fish and Wildlife Foundation in collaboration with NOAA to provide grants to certain entities to protect or maintain salmon conservation area or salmon stronghold features and projects that are focused on conservation and restoration within a salmon conservation area or stronghold, including to restore or maintain ecological functions and processes related to salmon productivity and diversity at watershed or subwatershed scales.</li> </ul>
