# Healthy Watersheds, Healthy Communities Act of 2023

This bill updates an older law about protecting watersheds—the areas of land where water drains into rivers and streams—to make it easier for communities to work on water and flood management projects. The core idea is that erosion, flooding, drought, and water damage cause real problems for people, farms, wildlife, and property, so the federal government should help local groups tackle these issues.

The bill makes several practical changes to how these projects get approved and funded. It speeds up the decision-making process by requiring the federal government to approve or reject project applications within 45 days instead of leaving it open-ended. It also gives more authority to state-level officials to make decisions about when plans are ready for public comment, rather than requiring everything to go through federal headquarters. This should reduce bureaucratic delays for communities trying to get projects off the ground. The bill also expands what kinds of projects qualify for federal support—now including "multibenefit" projects that accomplish multiple goals at once, like improving water quality while also reducing flood risk or protecting wildlife habitat.

The bill is particularly helpful for rural communities and agricultural areas. It allows the federal government to help pay for water conservation projects, irrigation improvements, and infrastructure like pipes and water systems. It also makes it easier for different types of local organizations to participate, including Native American tribes, irrigation districts, water user associations, and nonprofit groups. The bill requires that any project must include benefits for agriculture or rural communities that make up at least 20 percent of the total project benefits, ensuring that farming and rural interests aren't left behind in these water management efforts.
