The bill requires the federal government to create and maintain two main tools: an updated College Scorecard website and a Universal Net Price Calculator.

The College Scorecard website will display comprehensive information about colleges and their individual programs, including tuition costs, financial aid amounts, student debt levels, graduation rates, and what graduates actually earn after school. This information will be broken down by different student types—such as low-income students, first-generation students, and students with disabilities—so families can see how costs and outcomes vary. Colleges will also need to show how their costs have changed over the past three years, helping students understand whether prices are rising quickly.

The Universal Net Price Calculator is a new online tool that lets prospective students enter their personal financial information to get personalized estimates of what college will actually cost them after financial aid. Instead of just seeing the sticker price, students will see their estimated "net price"—what they'd realistically pay out of pocket. Colleges receiving federal funding will also be required to create their own net price calculators with the same information. These estimates won't be binding promises, but they'll give families a much clearer picture before they apply.

The law takes effect in July 2027, giving colleges time to gather and organize the required data. Overall, this bill aims to reduce confusion about college costs and help students compare schools and programs more effectively by putting detailed, standardized information in one accessible place.
