# Family Plus Health Care Act of 2022

This bill allows adult children to add their parents to their employer health insurance plans, as long as those parents don't qualify for Medicare or Medicaid. Right now, most group health insurance plans only cover employees, their spouses, and their dependent children. This bill would change that by letting someone who has health insurance through their job extend that coverage to their parent if the parent is too young for Medicare (under 65) and doesn't qualify for Medicaid based on income or other factors.

The bill also makes this financially beneficial by allowing the cost of covering a parent to be treated as a tax-free benefit. This means if your employer pays for your parent's health insurance premiums, that money wouldn't count as taxable income to you. Similarly, if you're self-employed and pay for your parent's health insurance, you could deduct those costs just like you do for your own coverage. The bill defines "parent" broadly to include biological parents, stepparents, and adoptive parents.

In practical terms, this could help middle-aged adults who don't yet qualify for Medicare but struggle to afford health insurance on their own. Instead of buying expensive individual insurance plans, they could potentially get coverage through their adult child's employer plan, which is often cheaper because employer plans typically negotiate better rates. However, the bill only applies to parents who fall into a specific gap—those who aren't eligible for either Medicare or Medicaid. People who qualify for Medicaid based on low income or other factors wouldn't be able to use this option, and neither would seniors already on Medicare.

Family Plus Health Care Act of 2022 This bill extends coverage under private health insurance to enrollees' parents who are not eligible for separate coverage under Medicare or Medicaid. Specifically, private health insurers that offer dependent coverage of enrollees' children must also offer coverage of enrollees' parents, at an enrollee's option, if such parents are not eligible for Medicare or Medicaid. The bill also provides for the treatment of such parents as dependents for related tax purposes.
