Normally, doctors, nurses, and other healthcare professionals need a license in each state where they work, which can take time. This bill lets the President work with private companies that manage networks of independent contractor healthcare workers to speed up the process of getting extra medical staff to disaster areas.

Here's how it works: The President can make agreements with private healthcare staffing platforms that have already vetted and credentialed independent contractors. When an emergency is declared, the President can coordinate with affected states to temporarily waive their licensing requirements for out-of-state healthcare workers from these approved platforms. States would still require background checks and verification of qualifications, but they can rely partly on the vetting already done by the staffing platform. This means a licensed nurse from California could quickly help in a hospital in Florida during a hurricane without waiting weeks for Florida licensure.

The bill also protects these healthcare workers and staffing companies from lawsuits if they're acting in good faith during an emergency—similar to how government employees are protected. However, this protection doesn't apply if someone acts with willful misconduct or gross negligence. The President must report to Congress annually on how many workers are deployed this way and any problems that come up. Essentially, this streamlines the red tape so medical professionals can get to where they're needed faster during crises.
