This bill prevents health insurance companies from putting arbitrary time limits on how long—and therefore how much they'll pay for—anesthesia services. Right now, some insurers cap reimbursement based on preset time limits rather than what patients actually need medically. If a surgery takes longer than expected and requires more anesthesia, the insurance company might refuse to pay for the extra time, even though the anesthesiologist determined it was medically necessary.

The bill applies to all types of health insurance—private plans, employer-sponsored coverage, and Medicaid. It says that anesthesia reimbursement must be based on what the anesthesiologist, nurse anesthetist, or other qualified provider actually determines the patient needs, not on a clock. Insurance companies can't deny payment just because the procedure took longer than some arbitrary cutoff time.

To make sure insurance companies follow these rules, the bill creates a monitoring system. The federal government's Office of the Inspector General will audit insurers to check compliance and investigate complaints from patients and doctors. They'll report back to Congress every three years with findings about violations and recommendations for improvement. Essentially, this bill protects patients from having necessary medical care denied or underpaid simply because it exceeded an insurance company's predetermined time limit.
