This bill, called the Keeping All Students Safe Act, sets strict rules about how schools can handle students who are acting out or in crisis. It bans four dangerous practices: locking students alone in rooms (seclusion), using devices to restrict movement (mechanical restraints), giving drugs to control behavior without a doctor's prescription (chemical restraints), and any restraint that stops someone from breathing.

The law allows physical restraint—like holding a student—only in very specific emergencies when a student poses an immediate danger of serious injury and less forceful methods won't work. Even then, staff must be trained in crisis intervention, the restraint must end as soon as the danger passes, and it can't interfere with how the student communicates. Schools must immediately tell parents when restraint is used and meet with them within five days to discuss what happened and how to prevent it in the future.

Every state must create a plan showing how it will follow these rules, train school staff in crisis prevention and de-escalation techniques, and report data on restraint incidents to the federal government. Schools that violate these rules can lose federal funding, and students or their parents can sue for damages. The law also provides federal grants to help states and schools implement these protections and develop better approaches like positive behavior programs, mental health support, and restorative justice instead of relying on restraint and seclusion.
