This bill, called the RISE from Trauma Act, creates a major new federal effort to help communities identify and support children and families dealing with trauma. The government will give out grants totaling up to $600 million per year from 2026 to 2033 to help communities coordinate trauma services across schools, hospitals, mental health clinics, child welfare agencies, law enforcement, and other organizations that work with kids.

The bill focuses on communities hit hardest by trauma—those dealing with high rates of overdose deaths, violence, poverty, discrimination, and involvement in the child welfare or criminal justice systems. Local coordinating groups that receive grants must bring together representatives from at least five different sectors (like schools, hospitals, police, nonprofits, and community members) to work together on preventing and healing trauma. These groups will collect data about their community's needs, develop action plans, and deliver trauma-informed services.

Beyond community coordination, the bill also funds hospital-based programs to help people who overdose, attempt suicide, or suffer violent injuries; trains new mental health professionals specializing in infant and early childhood mental health; teaches teachers how to recognize and respond to trauma in students; and creates a national law enforcement training center to help police officers interact better with traumatized children. The bill also requires the government to create easy-to-use toolkits for teachers, social workers, first responders, and other frontline workers so they can better identify and support traumatized children and prevent their own burnout from the emotional toll of this work.
