Currently, there's a small program that lets certain eligible people use their food stamps at restaurants instead of just grocery stores. This bill reforms that program by being more selective about which restaurants can participate.

Under the new rules, only certain types of grocery stores and supermarkets with prepared food sections—like delis, hot bars, or prepared food counters—can join the program. Fast-food restaurants and quick-service places are specifically excluded. The meals purchased also have to meet basic nutrition standards, containing at least one fruit or vegetable and one protein. This means someone can't just buy any prepared item; it has to be reasonably healthy.

The bill also adds some practical requirements: states have to update their electronic payment systems to make sure benefits are only used at eligible locations, and stores that are already authorized to accept food stamps don't need separate permission to participate in this restaurant meals program. Additionally, the bill requires the government to track and publicly report how many stores participate, how much money is spent, and how many people use the program. One notable restriction is that spouses of eligible individuals cannot participate in this program themselves.
