The DISPOSAL Act requires the federal government to sell or lease out six specific federal office buildings in Washington, DC that are currently underutilized. These buildings are the Frances Perkins Federal Building, James V. Forrestal Building, Theodore Roosevelt Federal Building, Robert C. Weaver Federal Building, Department of Agriculture South Building, and Hubert H. Humphrey Federal Building.

The General Services Administrator (the official in charge of federal buildings) can either sell these buildings at fair market value or lease them out for up to 99 years. If any federal agencies currently working in these buildings need to relocate, the government will move them to other federal buildings. The Administrator has broad flexibility to decide the terms of these sales or leases, and the government cannot sell or lease these buildings to foreign individuals or companies.

Money raised from selling these buildings will first be used to cover the costs of relocating any agencies and implementing the program. Any leftover money goes into the federal treasury to help reduce the national deficit. The law also allows the Administrator to add up to 20 more underused federal buildings to this disposal list each year if they're being used less than 60 percent of the time. This authority expires on December 31, 2028, meaning the government must complete these sales or leases by that date. The law streamlines the process by exempting these transactions from many standard environmental reviews and historic preservation requirements that normally apply to federal property sales.
