This bill creates a new federal funding program to help states and Native American tribes support their manufacturers in becoming more energy-efficient and competitive. The government will provide money to states and tribes that request it, which they can use to help factories reduce their energy costs and environmental impact.

Here's how it works in practice: A state or tribe can use these federal funds to hire engineering firms to study a factory's energy use and recommend improvements. The program then helps manufacturers pay for those improvements—things like upgrading to more efficient equipment, installing solar panels or battery storage, switching to electric systems, or adopting new manufacturing technologies. The funds can also cover the cost of the initial energy studies themselves. For example, a small manufacturing plant might get help paying for an engineer to analyze where it's wasting energy, and then receive assistance installing more efficient machinery based on that analysis.

The bill sets some guardrails on how the money gets spent: states and tribes can't use more than half the funding for studies, can't use more than half for implementing improvements, and can't spend more than 10 percent on administrative costs. At least 5 percent of the total funding must go directly to Native American tribes and manufacturers in tribal areas. The bill authorizes $100 million per year for five years (2026-2030) to run this program, and it's designed to work alongside other funding sources rather than replace existing assistance.
