The SALAMANDER Act speeds up the process for getting permission to rebuild after natural disasters. Normally, when communities need to repair damaged infrastructure and waterways after a hurricane, flood, or other major disaster, they have to go through lengthy environmental reviews and consultations with wildlife agencies. This bill creates a faster track: once the President declares a major disaster, the Army Corps of Engineers can issue a general permit that covers multiple recovery projects in that area without requiring individual environmental reviews for each one. The catch is that these expedited permits only apply to activities that directly help with disaster recovery, and they must follow agreed-upon best management practices designed to protect endangered species and their habitats. The permits last for 18 months from the disaster declaration, giving communities a window to rebuild quickly. The bill requires the Corps to work with the Fish and Wildlife Service, National Marine Fisheries Service, and state wildlife agencies upfront to figure out what recovery activities are safe for endangered species, rather than reviewing each project individually. This is meant to balance the urgent need to rebuild with the legal requirement to protect threatened and endangered wildlife.
