This bill creates new ways for small businesses and self-employed people to band together and buy health insurance as a group, similar to how large employers do it. Right now, small businesses often pay much more for health insurance because they can't pool their employees together like big companies can. This bill lets groups of employers from different industries form associations to offer group health plans to their workers, as long as the group has been around for at least two years and covers at least 51 employees.

The bill also protects people from discrimination based on health status—insurance companies can't charge sick people more or deny them coverage for pre-existing conditions. However, the bill does allow these employer groups to adjust prices based on which specific employer you work for, using something called "modified community rating." For groups made up only of self-employed people, everyone pays the same price regardless of health status.

Another major part of the bill requires pharmacy benefit managers (the companies that handle prescription drug coverage for health plans) to be much more transparent about drug pricing. They'll have to report detailed information every six months about what drugs cost, what rebates they're getting from drug manufacturers, and how much patients are actually paying out of pocket. This information has to be in plain language so regular people can understand it. The goal is to help employers and patients see where their money is actually going and potentially negotiate better drug prices.
